Reinstall

I have a C7 7.6.1810 install that I wish to “reinstall”. when I run “yum reinstall \* ”
I get a long list of items saying will be updated or will be installed but then nothing happens – nothing is re-downloaded etc…

How do I get the system to actual download all current packages and re-install them ?
