So now that 8 is out – is it still “frowned” upon to do that in place update ?
Is that not a good / valid solution ?

It really isn’t a good solution without a lot of hand work. It can be done but the person doing the updates needs to figure out all the problems before hand and probably do it multiple times to work out various kinks. You are basically trying to upgrade from Fedora 18 to Fedora 29 without anything in between. Lots of little changes have built up over time from packages having things as different dependencies to RPM modules existing in RHEL8 but not RHEL7.
